Two countries, two different answers
Australia is stronger for hands-on diagnostics, workshop qualifications and EV service training. New Zealand has one unusually strong applied degree route at Unitec that combines automotive electronics, hybrid and EV systems, diagnostics, business management and an industry project.
The best route depends on whether the target is technician competence or a degree with management progression.
Most New Zealand Level 3 automotive certificates are excellent pre-employment training, but they are not equivalent to a bachelor degree and generally do not create the same post-study work rights.

If practical EV diagnostics is the goal, choose TAFE Queensland. If a degree plus automotive practice and future business management is the goal, choose the Unitec certificate plus bachelor route. If professional engineer status and later master study are the goal, choose the RMIT associate-to-bachelor pathway.

Student profile assumed
The ranking does not reward theoretical prestige by itself. A famous engineering school can score below a less famous technical institution when the latter has clearer workshop training, EV diagnostic content and realistic admission for an international Grade 12 student.
How the two systems work
Australia separates professional engineering and trade training quite sharply. Universities such as RMIT lead toward professional engineering careers. TAFE institutions provide nationally recognised automotive trade and advanced diagnostic qualifications with far more workshop time.
New Zealand has many practical Level 3 automotive certificates that lead toward apprenticeships. Unitec is the major exception, with a Level 7 Bachelor of Applied Technology in Automotive Engineering that has explicit hybrid and electric vehicle content.

This list ranks pathways, not brand names, so several institutions appear more than once. Programs are not awarded points for claims that could not be verified from an official source. Unclear 2027 international availability, unpublished international fees or an onshore-only restriction all reduce the score.
Annual totals are planning estimates, not invoices. They combine published tuition, a city living allowance and a small allowance for insurance, books and equipment. They exclude airfare and the exact visa charge. Tuition normally rises each year, so whole-program totals are nominal.

Industry connections
Industry connection is scored only where the institution itself provides evidence of placements, partnerships, industry projects or purpose-built facilities. A city being home to automotive companies does not mean a specific course has a formal partnership.
Fit check
Set the student’s position. Each pathway is checked against its published entry rules and the family budget. Entry standards here are unusually varied: some routes need only Year 10 equivalent, while RMIT Mechanical Engineering is competitive.
Admission requirements and CBSE suitability
The CBSE trap. For RMIT, insist on the India and AISSC equivalency table, because he is studying a CBSE qualification even though he lives in Kuwait. Do not let an agent assess him only under the Kuwait national school certificate table.

The gap that matters
A TAFE Queensland planning year is about KWD 10,894. A Unitec year is about KWD 9,994. RMIT Mechanical Engineering is about KWD 18,480. Those differences are large enough that the choice of pathway matters far more than small scholarship differences.

Visa money requirements
The Australian student visa financial capacity benchmark is A$29,710 for 12 months of living costs, plus tuition and travel. New Zealand requires NZ$20,000 a year for tertiary living costs, in addition to tuition. These are visa minimums, not comfortable budgets, so the planning estimates in this app use a higher living allowance for Melbourne, Brisbane and Auckland.
Seven kinds of qualification
Not the same thing. A Certificate III, Certificate IV or New Zealand Level 3 certificate is not a bachelor degree. It may well be the better training for a technician, but it should not be marketed or understood as an engineering degree.
Career pathways
Jobs called “engineer” vary by country and employer. A technician qualification can lead to excellent EV and diagnostic work, but it does not automatically give professional engineer status. If the long-term target is engineering design, R&D or a master in engineering, the RMIT bachelor route is safer.
Recognition and progression
Nothing here means automatic recognition by a Pakistani regulator or employer. If future Pakistan recognition matters, get a formal equivalence opinion from the relevant authority before enrolment. “Likely recognisable” and “officially recognised in Pakistan” are not the same claim.
Skills that hold value for 10 to 15 years
The strongest future-proof programs are not those that teach only internal combustion engine repair. They combine core mechanical competence with high-voltage safety, vehicle electronics, diagnostic strategy, networks, control systems, software awareness and business skills.
A realistic career will involve both EVs and conventional vehicles for many years. The best technician program should not abandon braking, suspension, steering, HVAC, drivetrain and diagnostic fundamentals while adding EV high-voltage skills.
Best automotive cities and clusters
Analytical opportunity scores, not official statistics. They combine the size of the automotive service market, relevant providers, access to employers, EV activity, transport, international student infrastructure and living cost. Australia has the larger market; Auckland dominates the New Zealand ecosystem.
Student visas, work during study and after
Australia Subclass 500
Student visa holders can generally work up to 48 hours a fortnight while the course is in session, with different rules during scheduled breaks.

Australia treats higher education and vocational qualifications differently after graduation. The Post Higher Education Work stream currently gives two years for a bachelor degree, including honours. Vocational graduates use a different stream with occupation and qualification conditions.
New Zealand Fee paying student visa
A fee-paying student visa may allow up to 25 hours of work a week, and full-time work during eligible scheduled holidays. Tertiary students must show NZ$20,000 a year for living costs.
A degree at Level 7 or higher, studied full time for at least 30 weeks, can support a Post Study Work Visa. Non-degree qualifications at Level 7 or below have more restricted rules and must normally be on the eligible list.
From 16 November 2026, New Zealand also introduces a six-month Short Term Graduate Work Visa for certain Level 5 to 7 qualifications that do not qualify for the standard visa.

The mistake to avoid
A one-year New Zealand Level 3 certificate sits below the Level 5 to 7 range of the new short-term graduate visa, so it should never be chosen mainly for immigration reasons. In the same way, an Australian Certificate or Diploma pathway should never be sold as automatically giving the same graduate visa as a bachelor. Immigration decisions are made by government and the rules can change before graduation.
Australia and New Zealand against the other regions
The honest comparison
Australia and New Zealand are not automatically better than Malaysia, Europe or the USA for this student. Their main advantage is clear English instruction combined with practical training. Their main disadvantage is cost, especially at university level in Australia.
2027 application strategy
Apply to different types of program rather than five nearly identical choices. That protects the family against admission, fee and visa uncertainty.
Timing. TAFE Queensland already publishes a 27 January 2027 start. The TAFE SA scholarship for eligible early-2027 packaged students requires the CoE process by 30 October 2026. Unitec is inviting 2027 applications and has a 2027 study grant. Act on these before the lower-priority conditional options.
